I can't seem to find a DBT program which is free or bulk billed.
I don't have the money to pay for a private therapist.
I am in Melbourne Australia.

Just so you know as per community guidelines other members are unable to give you specific referrals, practitioner names or identifiable information. But I would encourge forum members to share their experience of how they found bulk billed programs.

Welcome to the forum
If you type @ a drop screen box will apeear and that way you you tag us or alternatively if you want to add someone who doesn't appear in the dropbox just type @ and start typing their nane, and then it will appear in the drop box.

I currently see a psychologist through my local public hospital (community centre). I don't pay anything.
I also have enquired with Spectrum in Melbourne about their DBT course.
It's not easy, I understand finding someone that will not charge or bulk bill. I have found many psychologists don't bulk bill.

Welcome to the forums. The original comprehensive DBT program runs for three years - weekly individual AND group sessions. Many therapists take elements of DBT as part of their practice.
As you've already done, a mental health care plan is the way to go. This covers about 20 individual sessions (10 + 10 extra due to COVID) and 10 group sessions. It is also good to note that many therapists charge a gap fee on top of this.
As @BlueBay has mentioned, Spectrum offers an 18 month DBT program consisting of weekly individual and groups sessions. This is covered by the government. However, this is a personality disorder specialist clinic, and due to their comprehensive programs, there are VERY few intakes per year. Do you have a case manager? - this may help in supporting you to find adequate support.
Other than that, there are very few bulk billed services.

Hi there,
mindspot.org.au run some free mental health online programs.
I have not done any myself but someone who is doing it recommended it.

Where are you located? If in Queensland there is some free courses that I know of. One is DBT in it an the other is souly DBT
